with reference to erpell's letter of the 9th March and to his subsequent oral intimation to Fallace that our proposed public statement was acceptable to the Treasury subject to one or two amendments, and to Hong Kong telegram No.345, of which you have had a copy, we are arranging for a statemout on the lines agreed to be made in reply to an arranged Parliamentary question on Wednesday the 7th April. I enclose for convenience of reference a copy of the statement in its final form. e are also informing the governor of Hong Kong that he can go ahead with the arragements for publication in Hong Kong outlined in his telegram No.345, and we are issuing the statement to the Press here.
